If Bibi needs to resign and the Knesset has to choose a new PM. The new PM has to be a MK or can be someone from outside?

I don’t think that Netanyahu will resign and even if he does resign it would be at a much later stage of the legal process. There are dozens of different scenarios. The most likely scenario is that if Netanyahu does resign that he will follow Olmert’s example and remain the caretaker Prime Minister until the formation of a new government takes place. Olmert announced his resignation on July 30 2008 and remained in office until Netanyahu formed a government on March 31 2009 (over 8 months later). Ironically, if early elections are called that would lead to a longer period of time for his caretaker government. Under the current law you must be a MK in order to be appointed a Prime Minister, however you can remain Prime Minister even after giving up your MK seat. The latest example of this is Olmert who was Prime Minister after he lost his seat in the elections that took place on February 10 2009.
